So for this conformation the Germans shoe high to the outside of the foot?

I'm not sure I understand you question?

A horse with this severe conformation issues if forced to land flat on it's foot is unlikely to be able to cope.

It's more about damage limitation and accomidating for this extreme action, rather that changing it.
